Import Surge Report

Each quarter, ECS generates a report that identifies apparent import surges. The current report covers imports through the second quarter of 2011, comparing them with imports in 2009 and 2010. 
The Import Surges Report is compiled from the Census Bureau’s official import data. All commodities are examined and compared at the six-digit level of the Harmonized Tariff Schedule. Quantities reflect consumption quantity 1, while values are based on the C.I.F. value. The current report provides commodity/country combinations that have exhibited an increase in quantity of at least 35% between 2010 and 2011, with a 2011 value of at least $20 million. Boxed instances indicate a decline in average unit values of at least 20%.
