Kleitz joined Economic Consulting Services Inc. in 1986. In her current
position as Senior Economist, Ms. Kleitz performs a variety of economic
and statistical analysis work, primarily in the field of international
transfer pricing.
Ms. Kleitz has been
deeply involved in the area of international trade/tax litigation, where
she has estimated arms length transfer prices for tangible property,
intangible property and services. She has performed work for both the
IRS and the taxpayer for use in pre-audit, audit and litigation stages,
and in prospective pricing. For the IRS, her work has included an analysis
of the valuation of intangibles for a high-technology product sourced
in the Far East. For a Fortune 500 manufacturer of a consumer durable
product, she was involved in estimating distributor margins and other
data used in examining and comparing intercompany transfer prices to
market-based transfer prices. She has assisted the same company in setting
its fiscal year intercompany transfer prices on an annual basis.
Ms. Kleitz has worked
on numerous transfer pricing cases at various stages of litigation including
trial, arbitration and appeals. In addition, Ms. Kleitz has worked directly
with clients in preparing Section 6662 documentation reports to support
their transfer pricing systems.
Further, Ms.
Kleitz has worked in the area of business valuation. Most recently,
for tax litigation, she assisted in the valuation of a foreign subsidiary
of a U.S. corporation relating to a corporate restructuring.
Ms. Kleitz has also
worked on several trade litigation cases, where she has performed dumping
margin calculations. She has provided statistical support for petitions
filed by domestic industries relating to import relief, including an
econometric analysis of the economic effect of terminating import relief
for the specialty steel industry.
Before coming to
ECS, Ms. Kleitz worked at the American Iron and Steel Institute (AISI)
in the International Trade and Economics Department as a research assistant.
At AISI, Ms. Kleitz was involved in monitoring steel imports and unfair
trade cases relating to steel.
Ms. Kleitz previously
worked as a graduate research assistant in the Economics Department
at the Northern Virginia Graduate Center for Virginia Polytechnic Institute
and State University, where she performed research and gave statistical
support to ongoing projects relating to macro-economics.
Prior to this, Ms.
Kleitz spent four years with National Economic Research Associates,
Inc. as a research assistant. She was involved in antitrust and regulatory
work, where she performed research and prepared statistical support
for testimony by expert economic witnesses. Areas of work included telecommunications
and electric utilities.
Ms. Kleitz received
her B.A. in economics from Michigan State University, and her M.A. in
economics from Virginia Polytechnic Institute and State University.
