Derrick, Vice President, joined Economic Consulting Services in 1992.
Mr. Derricks primary area of expertise is in antidumping proceedings
in U.S. and foreign jurisdictions. In addition, Mr. Derrick is ECS
specialist in providing analytical services for foreign sales corporations
(FSCs) and domestic international sales corporations (DISCs). Mr. Derrick
also specializes in the development of information technology applications
for regulatory compliance and business decision-making systems.
Mr. Derrick has
worked extensively in all aspects of the investigations and administrative
reviews conducted by the U.S. Department of Commerce (Department). He
has worked closely with companies and their counsel to prepare petitions,
sales and cost responses, critical analyses, and testimony in addition
to successfully completing numerous verifications conducted by the Department.
In this area, Mr. Derrick has participated in numerous market and non-market
economy cases covering products such as stainless steel, carbon steel,
antifriction bearings, tapered roller bearings, fresh cut flowers, persulfates,
steel pipe, and bicycles. Mr. Derrick has also participated in antidumping
investigations conducted by the trade authorities in Singapore and Brazil.
Mr. Derrick has
developed guideline pricing and margin monitoring programs individually
tailored to meet the needs of companies currently involved in U.S. antidumping
proceedings and for companies facing potential antidumping constraints
in the future. The guideline pricing programs provide a price floor
for the companys sales force for each subject product sold in
the U.S. market or in the comparable market. The margin monitoring programs
provide an assessment of the success of pricing steps taken by the company.
Moreover, the reports generated in the margin monitoring phase identify
the key factors driving the companys antidumping duty liability.
Together with the client, measures to control these key factors are
developed and implemented, resulting in significant financial savings
to the client, while preserving access to the U.S. market.
In addition to working
on U.S. antidumping proceedings, Mr. Derrick has been extensively involved
in assisting the Government of Singapore in antidumping investigations
and reviews. In 1995, he led a two-day seminar that exposed Singapore
Government employees to the methodologies used and tools needed in the
cost, price, and margin analysis of antidumping proceedings. From that
date, he has developed the dumping and injury margin analysis programs
that the government uses in their investigations and reviews.
In the area of FSC
and DISC services, Mr. Derrick has developed a line of services designed
to maximize a companys tax savings while minimizing the time and
resources necessary to achieve those results. Mr. Derrick has led ECS
in the development of an IT application that identifies the most beneficial
product grouping and expense allocation methodologies available under
the FSC and DISC regulations for each individual company.
Drawing from his
experience in developing data warehouses for regulatory compliance issues,
Mr. Derrick has recently begun developing a line of data mining applications
and tools to extract additional value from regulatory data warehouses.
Mr. Derrick received
his B.S. in economics from the Pennsylvania State University and his
M.B.A. with concentrations in finance and strategic management from
the University of Maryland.
