Ms. Kleitz provides expertise in tariff-rate quota (TRQ) administration. She also has extensive experience in international trade/tax litigation.
Ms. Kleitz has primary responsibility for ECS’ role as the independent third-party administrator for entities formed to administer tariff rate quotas (TRQs). ECS is currently the administrator of two non-profit export trading companies that manage TRQs. For the past 16 years ECS has been the administrator for the Association for the Administration of Rice Quotas, Inc. (AARQ) which manages the TRQs for milled and brown rice granted by the EU to the United States. For the past six years ECS has been the administrator for the Colombia Rice Export Quota, Inc. (COL-RICE) which manages the TRQ for rice granted by Colombia to the U.S. In addition, ECS was the administrator for the Colombia Poultry Export Quota, Inc. (COLOM-PEQ) from its inception in 2012 through 2016. COLOM-PEQ manages the TRQ for chicken leg quarters granted by Colombia to the U.S. Ms. Kleitz has 27 years of combined experience administering TRQs.
Ms. Kleitz’ involvement in the area of international trade/tax litigation includes estimating arm’s length transfer prices, for tangible property, intangible property and services. She has performed work for both the IRS and the taxpayer for use in pre-audit, audit and litigation stages, and in prospective pricing. For 13 years she assisted a Fortune 500 company in setting its fiscal year intercompany transfer prices on an annual basis. Ms. Kleitz has worked on numerous transfer pricing cases at various stages of litigation including trial, arbitration and appeals. Ms. Kleitz has worked directly with clients in preparing Section 6662 documentation reports to support their transfer pricing systems. Ms. Kleitz was involved in international trade/tax litigation for over 25 years.
Ms. Kleitz received her B.A. in Economics from Michigan State University in 1980 and her M.A. in Economics from Virginia Polytechnic Institute and State University in 1988.
