Each quarter, ECS generates a report that identifies apparent import surges. The current report covers imports through the second quarter of 2019, comparing them with imports in 2017* and 2018*.
Import Surge Report
The Import Surges Report is compiled from the Census Bureau’s official import data. All commodities are examined and compared at the six-digit level of the Harmonized Tariff Schedule. Quantities reflect consumption quantity 1, while values are based on the C.I.F. value. The current report provides commodity/country combinations that have exhibited an increase in quantity of at least 30% between 2018 and 2019, with a 2019 value of at least $20 million. Boxed instances indicate a decline in average unit values of at least 20%.
