James P. (Jim) Dougan, AM

Jim Dougan joined Economic Consulting Services, LLC in 2001.  As a Senior Economist, Mr. Dougan provides a variety of consulting services to multinational corporations, law firms, and industry associations with his expertise on international trade, strategy, finance, economics, and accounting.
Mr. Dougan has participated extensively in antidumping investigations conducted by the U.S. International Trade Commission (“ITC”) and Department of Commerce (“DOC”) on behalf of both petitioners and respondents. In this capacity, Mr. Dougan’s scope of engagement has included analysis of key accounting, sales, and production data, as well as independent secondary research, to assess the impact of imported products on the performance and relative competitiveness of the U.S. industry.  Mr. Dougan has worked on numerous proceedings including cases concerning various steel products, consumer packaging, non-ferrous metals, paper products, hardware, semiconductors, furniture, and chemical products.

Mr. Dougan has also worked on numerous business valuation cases for ECS. Mr. Dougan’s engagement with respect to these cases included financial statement analysis, database development and analysis, discounted cash flow analysis, review of expert reports and the underlying data.  These projects involved the valuation of intangible as well as tangible assets.

Prior to joining ECS, Mr. Dougan worked as a management and strategy consultant for DiamondCluster International, Inc. in Chicago, Illinois from 1999 to 2001.   In this position he identified and evaluated strategic opportunities for companies in many industries, including music retailing, food distribution, computer hardware, and telecommunications equipment.  Mr. Dougan’s role in these engagements included strategic assessment and analysis, detailed financial modeling, and primary and secondary market research, among other responsibilities.

Mr. Dougan’s work experience also includes three years of experience in the Economic Analysis Group of the Office of Federal Tax Services for Arthur Andersen LLP in Washington, DC.  In this role, Mr. Dougan handled issues involving the transfer of tangible and intangible business property, technology buy-ins, cost sharing agreements, and royalties.  His research has been used to prepare advanced pricing agreements and resolve Section 482 issues for a variety of industries, including computer software, investment banking, pharmaceuticals, consumer products, and oilfield services. He has also developed procedures for determining royalty rates between licensor and licensee for tangible and intangible property.

Mr. Dougan received his B.S. in International Economics, cum laude, from the Georgetown University School of Foreign Service in Washington, DC in 1995.  Mr. Dougan received his M.B.A., with majors in Finance and Marketing, from the J.L. Kellogg Graduate School of Management at Northwestern University in 2000. Mr. Dougan is an Accredited Member (AM) of the American Society of Appraisers.
